OBJECTIVES AND CONTENTS

Objectives of the Course Unit: This course aims to; introduce the theoretical and technical aspects of the budget, which is the basic financial instrument of the state, and improve aptitude for evaluating the budgeting theories and budgeting process.
Contents of the Course Unit: Contents of the course include; budget concept and development, features of the state budget, principles of the state budget, types of the state budget, budgeting processes in Turkish public finance, actors and control of the budget.

KEY LEARNING OUTCOMES OF THE COURSE UNIT (On successful completion of this course unit, students/learners will or will be able to)

Identify basic concepts on state budget.
Explain economic and social functions of state budget.
Interpret principles on state budget.
Compare liberal, Keynesian and neo-liberal perspective on state budget.
Summarize the budgeting processes of central, local and other government agencies in Turkey.
Classify the actors in budgeting process in Turkey.
