OBJECTIVES AND CONTENTS
Objectives of the Course Unit:	Bu derste kamu yönetiminde sürekli gelişme ve iyileşme anlayışı ile kalite yönetim sistemini değerlendirme ve bu anlayışın uygulamaya kazandırılması için gerekli yaklaşım, yöntem ve uygulamaların tanınması ve kapsamını organize etme becerisi kazandırmak amaçlanmaktadır.
Contents of the Course Unit:	Bu dersin içeriğini, kalite kavramı ve gelişimi, küresel rekabet ve yeni yönetim paradigmaları, kalite yönetim sistemleri amaç ve ilkeleri, Toplam kalite yönetimi felsefe ve ilkeleri, Toplam kalite yönetimi ve klasik yönetim arasındaki farklar, Toplam kalite yönetimi uygulamaları, süreç yönetimi, Kamu örgütlerinde toplam kalite yönetim modelleri ve Türkiye’de ve dünyada toplam kalite yönetimi konularını kapsamaktadır.

Kalite yönetim sistemleri sürecinin doğuşundan itibaren kamu yönetime etkilerini analiz eder.
Kamu yönetimi alanındaki sürekli gelişme ve iyileşme anlayışı ile toplam kalite yönetim sistemini değerlendirir.
Dünyada ve Türkiye’deki toplam kalite yönetimi uygulamalarını tartışır.
