OBJECTIVES AND CONTENTS
Objectives of the Course Unit:	Bu ders, Türk kamu yönetimi anlayışına etki eden bazı ülkelerin (Fransa, Birleşik Krallık, Amerika Birleşik Devletleri, Federal Almanya, Rusya Federasyonu, Polonya ve Arjantin) siyasal sistem, kamu örgütlenmesi, mali yönetim ve personel yönetimi sistemleri hakkında sistematik bilgi verilmesi, bu ülke örneklerinin kamu yönetimi yapılarının karşılaştırmalı bir perspektiften incelenmesini amaçlanmaktadır.
Contents of the Course Unit:	Bu dersin içeriği, Kıta Avrupası ve Anglo-sakson ülke örnekleri, Kuzey ve Güney Amerika’dan ülke örneği, Polonya ve Rusya federasyonu gibi ülkelerin kamu yönetimi yapılarıyla Türk kamu yönetim yapısının karşılaştırılması konularıdır.

Karşılaştırmalı yöntem, karşılaştırmalı yönetim ve karşılaştırmalı çalışmanın aşamaları hakkında tarihsel ve kuramsal bilgiyi açıklar.
Sosyal bilimlerde karşılaştırma yönetimini uygular.
Türk kamu yönetimi anlayışına etki eden ülkelerin gelenekleri ve yönetim yapılarını karşılaştırır.
Ders kapsamında verilen ülke yönetim yapılarını karşılaştırmalı olarak özetler.
Edindiği karşılaştırmalı bilgiler ışığında kamu yönetimi ile ilintili sorunlar karşısında alternatif çözüm yollarını tartışır.
