OBJECTIVES AND CONTENTS

Objectives of the Course Unit: This course aims to provide examination of the concept of bureaucracy and its theories and the development process of public bureaucracy in Turkey.
Contents of the Course Unit: Contents of the course include the subjects such as the concept of Bureaucracy, theoretic approaches, the relationship between the state and bureaucracy, the development of bureaucracy and its relationship with politics in Turkey.

Define the different meanings of bureaucracy.
Interpret the different theoretical comprehensions (Classical Liberal Theory, Liberal Pluralistic Theory, Elitist Theory, Marxist Theory) for the concept of bureaucracy.
Analyze the development and nature of the state and its relation with bureaucracy.
Discuss the relationship between the bureaucracy and politics in the historical context.
Summarize the development stages of bureaucracy in Turkey historically.
