OBJECTIVES AND CONTENTS

Objectives of the Course Unit: This course aims to improve aptitude for recognizing and explaining the changes that occur in the fulfilment and management of public services in today's world where advanced information, communication and technological development take place.
Contents of the Course Unit: Contents of the course include concepts as in What is the digital age? E-service understanding in public administration; What is e-government, e-governance, e-democracy, e-citizen? What is the development and are stages in political, economic, technological and social terms? comparison of strengths and weaknesses of e-government application, explanation and discussion of e-governance, e-democracy, e-citizen concepts, normative values and ethics in public administration in the digital age, the future of e-government applications in the World and Turkey.

Analyze the impact of digitalization on public administration.
List the development and stages of e-government with political, economic, social and technological effects.
Explain e-government application as a tool for developing and facilitating public services with its strengths and weaknesses.
Assess e-service understanding in public administration over e-governance, e-democracy, e-citizen applications.
Compare e-government applications in the World and in Turkey.
Explain the basic policy issues related to the Internet and e-government, including democracy, social equality, digital division, privacy and security.
