OBJECTIVES AND CONTENTS

Objectives of the Course Unit: This course aims to introduce content and definition of revenue and expenditure items, budgetary surplus and budget deficit concepts and practices in fiscal policy.
Contents of the Course Unit: Contents of the course include a general view on public economy, historical and analytic process of public economy discipline, structure, combination and size of public sector, public expenditures, public revenues, operation model of market economy, efficiency and justice concepts in economy, efficiency in resource allocation, measuring social benefit and costs, market distortions and role of the state, interference to the market economy by the state, externalities, public goods theories, public goods pricing theories, natural monopolies, regulation and privatization, income distribution in economy and redistribution of income-wealth policies, macroeconomic stability, cost-benefit analysis, public choice theories and justice and efficiency in taxation.

KEY LEARNING OUTCOMES OF THE COURSE UNIT (On successful completion of this course unit, students/learners will or will be able to)

Explain the role of the state in the market economy from perspectives of several economy colleges
List revenue and expenditure items of the state in accordance with their materiality level.
Compare direct and indirect tax practices over several states’ economies.
Examine budget surplus and budget deficit calculations over submitted statistical examples
Analyse public policies of developed and developing countries, realized in accordance with basic economic indicators
