OBJECTIVES AND CONTENTS
Objectives of the Course Unit:	Bu ders, Türkiye’deki mahalli idareler hakkında genel bilgiler vermeyi ve mahalli idarelerin kuruluş felsefesini, mahalli idare birimlerini, birlikleri tanımlamak, yerelde hizmet bütünlüğünün nasıl sağlanacağını tartışabilmek ve sorgulayarak analiz etmeyi amaçlamaktadır.
Contents of the Course Unit:	Bu dersin içeriğini, mahalli idareler kavramı, doğuşu ve gelişimi, merkezi idare ve mahalli idare farkı, mahalli idare birimleri; il özel idaresi, belediye, köy ve mevzuatı, mahalli idarelerin güncel sorunları ve reform konuları oluşturmaktadır.

Mahalli idarelerin yürüttüğü kamusal hizmetlerle ilgili mevzuatı, kamu idarelerinin uymakla yükümlü olduğu kurallları ve tüzel kişiliğin temsilcilerinin sahip olması gereken nitelikleri, uyması gereken kuralları ve görevden alınma usullerini ana hatlarıyla belirtir. (Outline)

Demokrasi, sürdürülebilirlik, katılım ve özerklik gibi kavramları mahalli idareler ve yerel siyaset ilişkisi üzerinden tartışır. (Discuss)
Yerel yönetimler ve bağlantılı kurumsal yapılanmaların sürdürülebilir yaşam kalitesi göstergeleri içindeki yasal rolünü uygulamadaki sonuçları itibariyle kuramsal ve pratik bütünlüğünde analiz eder. (Analyze)
