Objectives and Contents

Objectives: This course introduces the history and practice of public administration at national and local governmental levels. The aim of the course is to draw attention to the properties and characteristics of public administration, public decision making, social welfare, public deliberation, public policy, the impact of digital governance and that of the information age.
Content: The course examines the approaches, types and structures of public administration that are most visible in scholarly literature. It also discusses the distinctive characteristics of public and private administration with a special attention on welfare systems, digital governance and globalization. The debates on concepts of public administration, human resource management, public budgeting, and the ethics of public service are first examined, followed by intergovernmental administration, organizational theory, rational choice theory, social welfare administration and the impact of the information age. Public policy and citizen behavior are also considered with the help of case studies, simulations, group works and discussions.
