AMAÇ VE İÇERİK
Amaç:	Bu dersle öğrencilere devletin gelir ve gider kalemlerinin içeriği ve tanımının, bütçe fazlası ve bütçe açığı kavramlarının ve maliye politikası pratiklerinin öğretilmesi amaçlanmaktadır
İçerik:	Dersin içeriği, kamu ekonomisine genel bakış, kamu ekonomisi disiplininin tarihsel ve analitik süreci, kamu kesiminin yapısı, bileşimi ve büyüklüğü, kamu giderleri, kamu gelirleri, piyasa ekonomisinin işleyiş modeli, ekonomide etkinlik ve adalet kavramları, kaynak ayrımında etkinlik, toplumsal fayda ve maliyetlerin ölçülmesi, piyasa aksaklıkları ve devletin rolü, devletin piyasa ekonomisine karışması, dışsallıklar, kamu malları teorisi, kamusal malları fiyatlama teorisi, doğal tekeller, regülasyon ve özelleştirme, ekonomide gelir dağılımı ve gelirin yeniden dağılımı politikaları, makro ekonomik istikrar, fayda-maliyet analizi, kamusal seçiş teorisi, ve vergilemede adalet ve etkinlik konularını kapsar.

Piyasa ekonomisinde devletin rolünü farklı iktisadi okulların perspektifleriyle açıklar
Devletin gelir ve gider kalemlerini önemlilik düzeylerine göre sıralar
Dolaylı ve dolaysız vergi uygulamalarını farklı ülke ekonomileri üzerinden kıyaslar
Bütçe fazlası ve bütçe açığı hesaplamalarını verilen sayısal örnekler üzerinden inceler
Gelişmiş ve gelişmekte olan ülkelerin temel ekonomik göstergelere göre uyguladıkları kamu politikalarını analiz eder
