OBJECTIVES AND CONTENTS

Objectives of the Course Unit: This course aims to analyze together the emergence of public policy in the world and in Turkey as a work area and stages, actors, results of public policies and how ongoing public policies can be analysed, together with examples.
Contents of the Course Unit: Contents of the course include the definition, formation process, actors and decision-making models of public policy and the birth and development of public policy issues in Turkey.

KEY LEARNING OUTCOMES OF THE COURSE UNIT (On successful completion of this course unit, students/learners will or will be able to)

Summarize the emergence of public policy as a working area, what it means and what are its stages.
List the basic features of public policy from a systematic perspective.
Explain the stages of public policy formation (Agenda Setting, Policy Making, Policy Implementation and Policy Analysis) based on current public policy discussions.
Analyze the actors who are influential in public policy making process through an existing public policy example.
Determine the impact of an effective public policy analysis process on the formation of a new public policy in the process of public policy making with positive or negative impacts, in a critical perspective.
Evaluate external and internal dynamics in decision-making process of public policy.
Interpret the effects of public policy discussed on the social system through an existing policy model.
